How can we create a vital and inclusive pluralistic democracy? Public Deliberation offers answers to this question by showing how democratic theory and democratic practice can be remade to face new challenges. Arguing against the skepticism about democracy that flourishes today on both ends of the political spectrum, James Bohman proposes a new model of public deliberation that will allow a renewed expansion of democratic practice, even in the face of increasing pluralism, inequality, and social complexity. Bohman builds on early Critical Theory and on the recent work of J rgen Habermas and John Rawls while taking into consideration criticisms of their work to create a picture of a richer democratic practice based on the public reasoning of citizens.
A tailored methodology of deliberative democracy through mini-publics will provide opportunities for dialogue among the citizens of Mostar, and with the local decision-makers. The project also seeks to develop the skills and knowledge of local stakeholders on democratic approaches. The project is rooted in the work of the Reflection Group on Mostar , established in with the goal to propose a sustainable solution for restoring democracy in the City, and follows on the Recommendation on local and regional democracy in Bosnia and Herzegovina and the ruling of the European Court of Human Rights in the case Baralija v. Bosnia and Herzegovina. The project builds upon the results of Congress co-operation activities carried out in Council of Europe member states since and is based on the needs and recommendations voiced by relevant stakeholders and beneficiaries.
Filatova , Y. Kabanov, Y. The goal of this article is to study the peculiarities of deliberative practices in hybrid regimes, taking online discourse on the Russian antisanctions policy as a case. We use the Habermasian concept of basic validity claims to assess deliberation quality through the lens of argumentation and interactivity. Our findings suggest that deliberative practices can exist in non-competitive contexts and non-institutionalized digital spaces, in the form of intersubjective solidarities resulting from the everyday political talk among ordinary citizens.
